I'm saying if you also use an iPhone, you could share your iPhone's cellular data connection with the iPad Mini in the form of a personal hotspot.

Many acquaintances of mine choose Verizon, saying that the coverage is better. I would check with both carrier's websites for up-to-date coverage.
In short, you should be fine with Sprint, T-Mobile, AT&T, and Verizon in most places in Arizona. However, by recommendation, I hear that Verizon and AT&T are the best coverage-wise. Where T-Mobile comes in strong is the value aspect.
