First check if your machine has all the features needed,

You will also need at least 2, preferably 4GB of RAM
Just to be clear, you will be updating to 10.9.4 not 10.9.0. It's a direct upgrade to the latest.
Please create a clone backup first. That way if you have any issues it's a easy option to revert to Snow Leopard.
Both of these applications can be used to create a clone. You will need an external drive for the backup.

What kind of message are you getting when you say that it won't let you install it?
It helps to identify your Mac's Model Identifier Number. It can be found by using the Apple Menu's, "About This Mac," More Info, System Report.
whenever I try to add 10.9.4 it says that It cant be put on this computer. and then it says that I have to have 10.9.0 first before I can do anything else.
You're trying to install the stand alone 10.9.4 update instead of using the proper method.
Open the App Store and enter your Apple ID. Search for Mavericks and download it at no charge.
i tried that but it still says that I need 10.9.0
Then you're still doing incorrectly. It says that because you're using the 10.9.4 Updater software. The statement is correct for that, it only works if Mavericks is already installed.
You need to use the App Store app to get the full version of Mavericks !!!!
Pay attention to what is circled:
On your Dock:
Then:
Under the Apple in the Menu bar > About this Mac what version is installed. If you do have 10.9.0, then you will need to either run the combo updater but most likely you need to reinstall Mavericks. (Same instructions if you had never installed.)
It's strange that the 10.9.4 updater is even an option if you don't already have Mavericks 10.9.0 installed. Lanny's instructions will get the full installer. It installs 10.9.4 so there will be no need to update.
