My dads Iphone wont connect to bluetooth, it says it is on but is unable to detect any other devices (his bluetooth is turned on). My iPhone also couldn't detect his phone but was able to detect my computer. How can this be fixed?

likely no likely the problem is with your expectations of what they would be able to do using bluetooth

if you wish to transfer files over bluetooth then you need to find an app which support it and use the app on both phones

This has never been a feature of iPhone.
Bluetooth supported for handsfree telephone devices, stereo headsets/speakers, some keyboards, some apps from the app store and internet tethering if provided by the carrier.
