My iPhone also couldn't detect his phone but was able to detect my computer. Can this be fixed? more

this is what iOS support in terms of bluetooth profiles
iOS: Supported Bluetooth profiles
if you wish to transfer files over bluetooth then you need to find an app which support it and use the app on both phones

This has never been a feature of iPhone.
Bluetooth supported for handsfree telephone devices, stereo headsets/speakers, some keyboards, some apps from the app store and internet tethering if provided by the carrier.
