Q: No free iWork and iLife

I bought 2 iPad mini. I tested both iPad and and want to transfer one to my wife.

After reset all, applied my wife's Apple ID and there is no free iWork and iLife ...

I had transferred the registration to my wife but still not work.

I don't need to activate all free licence in my Apple ID.

Pls help.

iPad, iOS 7.1.2
