My phone has been misplaced or stolen. Does find my iphone work off the SIM card. if the SIM card has been removed, will Find my Phone still work, provided the phone is on?

If the SIM card has been removed and the device has no active internet connection, then FMiP will not work, at least not immediately. If the device gets connected to wi-fi or to cellular data, then the FMiP will work again. That Activation Lock, however, doesn't require an internet connection.
It is a function of the iPhone hardware and iOS 7, does not depend on the sim card. But, you must have turned it on and then go to your iCloud account to see if the iPhone shows up. It must be turned on and connected to the internet to show up.
