Add money with a foreign passport

I'm not sure what you mean by 'add money with a foreign passport' or 'foreigner passport ID'. If you are in China then you can only use the China iTunes store (you have to be in a country to use its store), and you can't use a credit card issued by a non-China bank with the China store - you can only use the payment methods that you are listed on the payment details screen on your account

If you don't meet the criteria for adding money to your account that way then you will need to use a different payment method - do you have a Visa, Amex or MasterCard credit card issued by a Chinese bank ?

even you have chinese ID but it still doesn't work for some bank specially china bank it's only support with IE (****)
