keyboard shortcut for "Markup" in Preview

I know about [control] + [command] + H, [control] + [command] + U, and [control] + [command] + S.

But I find myself needing to click the markup button (toggling it on and off) multiple times per page while reading. I wish there was a keyboard shortcut for this. I tried making one in system preferences for just Preview: [control] + [command] + M. It doesn't seem to work.

Any suggestions on how to create this shortcut?

As I said I am currently in OSX 10.6.8

User uploaded file

command shift a is Show Annotation Toolbar

control command h applies the highlight color to selected text

control command s applies strikethrough to selected text

control command u applies underline to selected text

With no Text selected they will open the Annotation Toolbar and select the particular format button.
