I know how to turn off the sync for iTunes with apps/ibooks etc but i don't want anything to sync like the websites etc. I want the rest of my family to be able to use the iPad (iOS 7.1.2) without it having sync with my iPhone 5S. Is it possible?

That was the full answer (and it was from 2.5 years ago) - only you will know what you want to keep synced between your various devices, so only you will know which of those settings that you want on/off
If you are using the same iCloud on both your phone and iPad then you can stop the syncing of Safari bookmarks, contacts, calendars via Settings > iCloud on your iPad
