What happens when you block someone and they try to text you?

does the person blocked receive a notification that they have been blocked or that their message did not go through? How will they (the person blocked) know that the blocker did not receive their message? And does your iMessage have to be OFF in order to not receive messages from this blocked person or does it matter if your iMessage is on or off?
