Q: Can my paralysed friend use an iPad via voice activation?

I have a friend who was recently paralysed in an accident and is currently in hospital. I don't own an iPad, but am wondering whether he will be able to use an iPad via voice activation, and what kind of functionality he will be able to use via his voice? Thank you.
