Q: Computer already authoried

My new Windows 8.1 laptop, I am attempting to reload my itunes purchased items.

Sadly in "Accounts" I keep getting the message

One computer is authorised to to play content with this Apple ID.

I have deauthorised every computer/ipod I had apart from my old computer which crashed and is unreparable, I csannot deauthorise that because I cannot get into it.

Does this mean I will never get my purchased music/apps ever again ?

Thank you for contacting Apple Support Communities.

The following article explains how to deauthorize a computer.

Deauthorize your Mac or PC using iTunes

Specifically to your situation:

Deauthorize all computers

If need to deauthorize your computer but you can't access it, you need to deauthorize all computers. After you authorize 2 computers, you'll have the option to deauthorize all computers for your Apple ID. You can deauthorize all computers once per year.
