Q: New computer says already authorised ?

My new Windows 8.1 laptop, I am attempting to reload my itunes purchased items.

Sadly in "Accounts" I keep getting the message.

"One computer is authorised to to play content with this Apple ID"

I have deauthorised every computer/ipod I had apart from my old computer which crashed and is unreparable, I csannot deauthorise that because I cannot get into it.

Does this mean I will never get my purchased music/apps ever again ?

Any help will be appreciated.
