But then I fixed the feed with Podbean. I tried to submit my feed again and the error message said, “The feed has already been submitted.”
How do I re-submit the fixed feed?
You've fallen over a bug in the automated part of the submissions process whereby you are told a feed has already been submitted even if it was subsequently rejected or removed. The workaround is to change the title slightly - you can change it back once accepted provided doing so does not change the feed URL. If you can change the feed filename, and hence its URL, this is also a good idea, as is changing the URL in the 'link' tag (this can easily be changed back afterwards).
I changed the title, not the feed, and it still said “The feed has already been submitted.”
It would help if you could change the feed URL but you may not be able to do this with Podbean. I can only suggest you try emailing Support at podcasts 'at' apple.com and explaining the situation, though their level of helpfulness tends to be rather variable.
