No "Add Folder to Library" option

I just installed iTunes, and I didn't click "Scan for Media" because I only want it to track music files, but then when I click the menu button (top left), there's no option to add a folder to library, just "Add File to Libary". I read the help page (Adding music and other content to iTunes) and it says to select "Add Folder to Library" but that option isn't there. Do I really need to scan all media just to get that option? That seems rather obtrusive.

In fact I can't do anything with Music and it doesn't show in the top middle tabs even though it has pre-built playlists.

Click on the menu button (top left corner) and select Show Menu Bar (or just press Ctrl-B). This will enable the "traditional" menu bar and the Add Folder to Library ... option will be available on the File menu.
