how to create html email
I'm looking for suggestions for what to use to create html emails in Mail.app. Please note that I'm not a coder so base your ideas accordingly.
Thank you!

Just use the HTML tags like you do for a webpage.
@ ckuan: Thanks for the link; the chart would be quite handy for one who is learning and improving their coding skills. However, I'm not a coder and the effort to learn by using the linked chart would far exceed my needs.
I was hoping for a suggestion for a simple app that I could use. I've been experimenting with a couple of iWeb-like (wysiwyg layout apps) current apps but when I cut and paste the code they generate into an email, the received email contains just the code text, no HTML rendering.
I was looking through various links from a search and back in 2008 someone was asking the same thing. The answer was to save the code and display it as a local file in Safari, the hit cmd-l, which was supposed to save it as an email. No such luck 6 years later.
I hope the above clarifies my expectations.

Why are you trying to do with HTML mail?
Some mail client only do plain text.
Does my reason have anything to do with learning how to do it?
FWIW, my target audience is a group of people who have limited or no reading skills and learn best with images.
Please don't ask silly or condescending questions. All I wish to know is how to create HTML-based emails in Mail.app. Simple. If you know how to do this, please enlighten me or direct me to links where I can learn this.
Well, if you find that silly then figure it out yourself.
Hey Tod: I too was interested in this and after correspondence with an indy dev who sends HTML newsletters, I think I have an answer for you.
1. Use whatever tool you use to build websites without coding, such as Freeway or Flux, to create a simple HTML page. Don't make it too long.
2. Save it and open the result in Safari.
3. In Safari, go to File > Share > Email This Page. Your page should be displayed as an email and all you have to do is add the addresses and subject line, then send it.
Good luck with your recipient group. It sounds like you're trying to provide a needed service.
@ Heidi: Great suggestion. I followed your steps and am on my way. Thanks for taking the time to provide an answer and for your kind support.
