Q: Hotspot wifi not viewable 5s

Hi,

When I turn on my hotspot on my iPhone 5s, then Bluetooth and wifi, I can connect using Bluetooth, but wifi does not show in my discoverable networks when trying to tether to my ipad 3. Any ideas? Tried resetting network settings on both devices, using the system reset too but it does not show as a discoverable network connection. I have tried using other apple equipment too. No help from troubleshooting on here either :-(
