where do I get a QTCF.dll?

I completed the installation of Starry Night Pro 7. When I clicked the shortcut a message came up declaring I was missing a QTCF.dll. Where do I get one?

HP dv7-OTHER, Windows 7

Thanks turingtest2, but I had already done that when I received the message on trying to run. The program requires that it be installed first. I subsequently happened upon an older response in the Quicktime communities that explained where to look for it. It said that in Windows 7- 64 bit versions, QTCF.dll normally resides in Program files(86)/ Quicktime system. I confirmed that it was there but for some reason the program did not detect it on initial start-up. So I thought re-booting would help and it did.
