I bought an iphone from my friend and she disabled it because she can't remember the password and the power button is broken

Disabled it how? You mean with activation lock through iCloud? If so you bought a brick until she remembers her password.
You are not very clear on what it is you are referring to. If the device is actually disabled as a result of attempting to enter the Lock Code too many times, then you would need to follow the instructions in this article that best fit your situation:

None of the processes involve the Power button. However, if you do have to go into Recovery mode, and if the device is signed into Find My iPhone with your friend's Apple ID, then your friend will have to follow these instructions in order for you to be able to use the device:
