Can female- female USB adapter be used to input images from scans to ipad?

Yes. However, the files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg). You can only import photo/video files from a USB drive. You can't export any types of files.

Forgot to mention when I posted the above.
On the USB drive, you need to create a new folder titled DCIM. Then put the scan pics into the folder. Plug the USB drive using the camera connection kit and open the Photos app to import the pics.

Not using camera connection kit. Want to plug flash drive into female-female USB adapter and put iPad "power" cable into other side of adapter. Heard the iPad will not support the power requirements of the flash drive. Is that true? Thanks for the file naming tips.
You have to use the camera connection kit adapter, which precludes the input of power at the same time. Most newer USB flash drives don't use too much power. You can also put your pics into a DCIM folder on a camera SD card and use the camera connection kit. Haven't seen any posts about an SD cards using too much power.
