Q: in ios 7.1.2 for i phone 4 the personal hotspot is not properly working

1. I reinstalled the software but not working

2. I erase the phone but not working

3. I do all things but the personal hotspot is not enabled and option is not displayed

iPhone 4, iOS 7.0.4

I would check with your carrier to determine whether your plan with them is provisioned for personal hotspot use
