The locking of an iPhone by a carrier is normal They lock every iPhone they sell just about everywhere in the world

The decision to unlock or otherwise and the terms they apply to that decision are completely the carriers decision .

There are sites world wide that offers to unlock the iPhone

they are either straight fakes or they will hack your iPhone to release the lawfully placed carrier lock

If you want to use another carrier then you have no choice

If you are dealing with Telenor and they are your Carrier of course you can trust them .You have no choice only they can unlock your iPhone ,no-one else

Look on their website it might give you an online form to use if that makes you feel safer
