A) Using iForgot to reset password:
B) Contact a local Apple tech support BY PHONE.
If you had used 2 Step Verification AND lost your recovery key / access to your trusted device,, then you are probably out of luck.

If you forgot your Apple ID password
If you did NOT forgot the password and you just like to change it, then you may:
1) Go to Manage My Apple ID
https://appleid.apple.com/signin
2) Click "Password and Security" on the left.
3) In the "Choose a new password" section, click Change Password.
4) Enter your old password, then enter a new password and confirm the new password. Click Save when done.
