This didn't help me. I am running mavericks OS X 10.9.4
You never mentioned that you were running Mavericks 10.9.4 I am not a psychic. Did you read:

I went to icloud.com but I couldn't find anywhere how to do what I wanted
on your mac open system preferences, click on iCloud, and make sure that you are logged into the same iCloud account as the phone and make sure contacts is checked
I susme you have iCloud turned on in your phone with contacts ticked
Thanks for helping with this. Yes, I have done what you suggested above. Except I can't tell if I am logged into the same icloud account as the phone...sheesh...
You know if you are logged in with the same iCloud account if you have used the same Apple ID and password

FYI ... I believe this article is out of date. SyncServices returned to Mavericks 10.9.3 and should allow local contact syncing as long as you have iTunes 11.2 or later.
Hi..thanks for trying to help. My itunes is up to date but they synching is not happening...
