Chinese iPad only accepts Chinese App Store.
My iPad is from China. Now I'm in Mexico. I can change stores but it won't let me download apps unless I'm in the Chinese store. iPad has never been set up to make purchases, so that is not the problem.

Have you ever had an account in the China iTunes Store?
Actually, iTunes doesn't work with the Chinese store. iTunes U works and I have used it.
Yes, there is an iTunes Store, it is just limited in what is sold. By accessing any aspect of the Chinese iTunes Store, you have set up an iTunes account with your Apple ID. You will have to change the country that your iTunes Account is associated with. To change your iTunes account to the Mexican iTunes Store you must be a legal resident of Mexico, provide a credit card issued by a Mexican bank that has a verifiable Mexican billing address.
iTunes U is the only thing that works on my iPad (but that is a separate problem).
I don't have a Mexican credit card. I have an US one. Can I switch it to the US store, even though I'm living in Mexico right now? Then can I delete the credit card info.? I like that my iPad can't make purchases.
Could I just delete my iTunes U account or sign out of it?
I mostly want to switch countries because the Chinese store doesn't have the netflix app.

There is no way to delete an account from your Apple ID. You can only change the country if you meet the qualifications of the new country.
Thank you Dahveed!
All I had to do was change my address on 'billing information'. I did not have to put in any credit card information.
