This is for an iPad, hopefully it's the same for you. Games are included in your iCloud backup. If you delete the game from your iPad it deletes the info in the iCloud. If you download the game again all progress has been lost.

The question was "access" games in iCloud. You cannot play the games from the iCloud backup like you can play music from the cloud.
