How to rebuild my music library

I'm using Windows 7 Ultimate and my entire music library 8,500 songs, music videos and movies were stored in an external drive. Unfortunately, that disc has gone bad and the computer cannot access it. I want to know how can I rebuild the library using my content in the cloud or importing it from my iPod classic. Any help is greatly appreciated.
