I know my security code and the Apple ID password, as well as the phone #. However, I haven't received the message yet. I don't think my carrier supports SMS. This was the only device with keychain enabled, and after restoring I can't use it to confirm itself. Is there some other way to set up keychain?

If you can't use sms verification, try using the approach discussed at the bottom of this article: iCloud Keychain availability by country.
Allow me to rephrase my question. I previously had set up iCloud keychain to sync with all my devices. I need help adding the newly restored iPod Touch 5G to the keychain.
Where are you running into problems? Did you go to Settings>iCloud, turn keychain on and follow the prompts?

If you can't receive the verification code via sms on your phone, then you need to contact Apple support as the prompt indicates. They can verify your credentials and add your device to the keychain: http://www.apple.com/support/icloud/contact/.
