Are you meant to charge an iPhone 5c when it's on? Because when I charge my one when it's off, the screen is black and there isn't any type of indication of battery level. My iPhone was manufactured in China but bought in UK that's any help. I am using original lightning cable and putting it into a fully functioning socket into the wall.

It is assumed, I believe, that you will charge it with it on. If the phone is off and you plug it in to charge, it will turn itself back on. You can always turn it off again. But, when a phone is truly off (and not in some type of standby) there will be no indicators of anything. That's normal.
That is correct, when first plugged in, a battery charge indicator will appear, once the screen goes black, it will remain that way until a button is pressed.
It is still charging, it has a circuit inside to prevent over charging, so do not be worried about that. I plug mine in overnight whil I sleep and have never had any issues.
