You need to have two of the following for two-step verification:
Apple ID Password
Trusted Device linked to Apple ID
Recovery Key
If you don't have the Recovery Key and the Apple ID Password, then you cannot access this account or make any changes. And contrary to other information you've read in this thread, Apple CANNOT help you, per the article I posted:

You can reset it at My Apple ID using your Recovery Key and one of your trusted devices.
Apple Support can't reset your password for you. To reset your password, you must have your Recovery Key and access to at least one of your trusted devices.
Now, as far as getting rid of Activation Lock? Get the proof-of-purchase from the Apple Authorized Retailer it was purchased from, and contact Apple about removing Activation Lock. They may be able to assist, but only the original purchaser can request this service, and you must be able to upload a digital copy of the proof-of-purchase via an email link Apple will send to you.
