trouble using my iphone4

Why do i have to restart my iphone 4 to make calls, to receive calls and even to send texts and to use mobile data? I have to do it every time i come out of my basement room where i cant make calls or what soever. if i stay out side my phone works fine all day long. it happens when i stay in the basement for about 30 minutes my phone won't respond. i rarely can make or receive calls in the basement. If i want to make calls or send a text i have to restart my phone after every stay in the basement. Is this a carrier problem or apple problem. I talked to the carrier customer services and they denied any trouble with their service. I have no complain about poor signal in the basement. I am just not happy with having to restart my phone 5/10 times a day. I have a bad feeling about apple customer service. Now i think it's time to try other brands than having an unhealthy life long relationship with apple! any advice that solves my problem would be much appreciated. thanks a lot tech guys!

Follow these steps for help troubleshooting cellular data issues on your iPhone. After performing each step, please test to see if the issue is resolved.

  1. Toggle airplane mode: Tap Settings, turn airplane mode on, wait three seconds, and then turn off again.
  2. Restart your iPhone.
  3. Make sure that your software is up to date:
  4. Remove the SIM Card and reinsert it. Allow the iPhone to acquire the network again.
  5. If your SIM card has SIM PIN enabled, try turning it off: Tap Settings > Phone > SIM PIN.
  6. Try another location. If a different location works, but the original location still doesn't, contact your carrier to report the issue.
  7. Reset network settings: Tap Settings > General > Reset > Reset Network Settings.
  8. Restore the iPhone as new.
  9. Contact your carrierto:
