That's not something BT on an iPhone can do. BT is for connecting keyboards and headsets. Although you may get it to connect to another device there's nothing you can do over that connection.
You didn't tell us what you are trying to connect via bluetooth to. Even though a device has bluetooth capability they have to have the correct profile(s). In other words they have to be compatible.

If you are referring to a Samsung phone, then it will not work. The Bluetooth profile on the iPhone does not allow for connecting to use file transfer.
