I can't figure out if I have an Iclound account or not.

I tried to logini into the Icloud and it keeps doing this shake thing and asking if I forget the password. I clicked reset pasword and changed the password.. I have reset apple password but I still can't login in to Icloud. I have an apple account and I can login into that but not Icloud. I use Icloud on iphoones and ipads. I need to get onto Icloud since I was trying to remove a phone from find a phone but it got place as missing phone.
