Where do I go to respond when I get a mail stating that a purchase has been made with my ID from another country on an application that I do not have?

Immediately change the password associated with your AppleID. Then follow the links below:

Where was the email from? Does it ask for any of your account or credit details? If there
was such a link, do not click on it without learning more about the email.
There have been a number of phishing attempts reported on here about emails saying that a purchase has been made from another country with a link in the email to 'cancel' the purchase - which will take you to a non-Apple site for you to fill in your account and payment details.
You can view your account's full purchase history via your computer's iTunes : See your purchase history in the iTunes Store.
Or you can view the last 90 days purchases via http://reportaproblem.apple.com
If nothing shows then it's a phishing attempt, you could forward the email to Apple : reportphishing@apple.com
