Q: Final Cut Express 4

I have loaded Final Cut 4 Express onto a new MacBook Air OsX 10.9.2.  When I go to open project files created from same software, I get the error message "File's format is too new for this version of the application." What are best recommendations?

MacBook Air, OS X Mavericks (10.9.2)

On your old computer, you may have updated FCE 4 to where it was a slightly higher version (e.g.; FCE 4.1). When you installed it on the new computer, it's just 4.0.  Try running Software Update to bring 4.0 up to the last update available.  If updates are no longer available, you may have to find someone that still has that download.

If you cannot find or obtain the 4.0.1 update via Software Update, user D Hoffmann found an indirect way to download it from Apple.   See his responses in this thread.  At one time he also made a downloadable copy available for a short time, but it may or may not be available there anymore.

Point is, Final Cut Express was discontinued over 3 years ago and is no longer supported.  My advice is to upgrade to Final Cut Pro X and invest the time necessary to learn how to use it.
