iTunes 11.4 needed for iOS 8?

If i read correctly, iTunes 11.4 is needed to support iOS 8. This is the part that confuses me:

1. You need Maverick to upgrade to 11.4. Check!

2. You need 11.4 to sync your computer to any device running iOS 8. Check!

3. Do you need iTunes 11.4 to upgrade device from older iOS to iOS 8? Often new iOS is available OTA but I always rely on iTunes to upgrade.

Does that then mean if you're not running Maverick you need to first upgrade to OS on computer before upgrading to iTunes 11.4 and then upgrade to iOS 8?

Thanks!

Be careful about upgrading to itunes 11.4 under 10.6.8. I did that, and lost the ability to sync my iphone 5s and 4th gen ipad in itunes. I was finally able to remove all of the hidden and broken itunes 11.4 extensions , and then reinstalled itunes 11.2 so that I can use ios 8 with my itunes.

Check out this discussion Upgraded to iTunes 11.4 and now it won't sync my iPhone 5s-sync button is greyed out.
