I would guess that they may be able to help with proof of his ownership, a death certificate, and possibly other documents.
If you are looking for a way to bypass Activation Lock without the password, there is not one.

Maybe you lent your iPhone to a friend's friend's friend who you can no longer get in touch with. I understand the lock is there to protect the owner of the phone, Apple needs to prove that the phone is stolen for not allowing me to activate. If the phone is not reported stolen, there is no reason why I can not activate.
