It can't provide normal USB power because the adapter is using most of the power from the computer's USB port. It might work for USB devices that have their own power supply and don't need to get power via USB.
If you don't connect the display's USB cable you won't be able to control the brightness from the computer.
If you need extra USB ports, why not use those on the display?
With the display plugged in there, do the USB ports on the back of the display work? If not, try plugging the display's USB cable directly to the computer. If the display's USB ports now work, the adapter is defective.

yes i used that monitor on previous macbook for years with no issue at all.
the Usb ports on the back worked perfect, powering one usb hub with connected one music controller iusb powered keyboard, one apple keyboard and mouse and also accept with no problem to charge my phine ( slowly but worked). i tryed to plug the monitor usb on the mbookpro and works.
so i assume that the adaptor is defective.
UPDATE:
-i disconnected everything for a while, turned off the apple cinema display. When i reconnected everything works!
nice, i can stay again with that gorgeous monitor.
