I have a ipad A1219 that uses ios5.1 iwant to upgrade it to use latest ios? I am trying to dowload "Whatsapp" I can not download they say the app is not available in South Africa, please help me!

You can't. That's an original iPad. It can not run anything higher.
The iPad 1 can not be upgraded beyond 5.1.1. Also, there is no version of WhatsApp available for ANY iPad.
Model A12129 is the first gen iPad, it only supports up to iOS 5.1.1 - you cant install iOS 6+ on it
The developers of Whatsapp have not made a version for iPads, it can only be installed on iPhones.
