Homesharing + 90 day lockout

My husband received his ipod this past December and set it up with his laptop without any issues. Now he'd like to get rid of his laptop and transfer his iTunes library to our home desktop computer. I made two separate accounts on our desktop PC, one for him and one for me so that our music doesn't get mixed. He has many CDs that he loaded to his library and we didn't want to lose them so we decided that homesharing is the best way to import his library. So we seemingly successfully set up homesharing. He can view all of his music on our desktop, but when he tries to play a song, it won't play and gives us the "you have to wait 90 days" error message. We basically cannot download/import any of his music. Is it normal to have to wait 90 days when transferring your iTunes library to another pc?

I don't use Home Sharing but it sounds like what you are running up against is the re-authorization wait period:


iTunes Store: Associating a device or computer to your Apple ID


You probably used the computer for one of the specific service mentioned, such as re-downloading something, and now need to change the association to Home Share with the other computer. There's a 90 day wait period before changing association. There's no official explanation as to this wait period but you can see it might have its origins in deterring rapid sequential music sharing between friends. One way to avoid this in future is to make sure you have a back up of all media you buy from Apple so you do not have to re-download anything. As for right now, you can transfer media using a flash drive and just not use Home Sharing for 90 days.
