"siri turn off voiceover"
worked for me. Couldn't get it off any other way. If that doesn't work search around on google again. There was a reference to itunes.
This worked perfectly. Our customers come in with VoiceOver on and we can normally get in there to deactivate it, but not this morning. For whatever reason their VoiceOver toggle just kept turning on. We had all the Accessibility Shortcuts turned off, reset the phone multiple times. Sannn's suggestion took care of it for us. Thanks, Siri (and Sannn)!
worked! thank you!
I can not get to Siri because I am using the finger print touch pass code.

?
What do you mean you can’t get to Siri? Siri works fine with touchID.
Press and hold the Home button and say, Turn off voiceover.
