forget answer of security questions

I want to buy an app in App store for the first time, and I'm required to answer security questions of my apple ID

I have forgotten answers and link that says 'Forgot your answers? Send reset security info email to doesn't appear for me in apple ID --> manage your apple ID -->password and security

and I can't have a call with apple support

there is not any other way?!
