Option 1
1. Settings>Airplane Mode>ON
2. Turn the iPad OFF
3. Leave unit off for about 20 seconds.
4. Turn the iPad back on and it should now show "charging"
5. Turn Aeroplane Mode OFF
Option 2
Reset iPad and when the apple logo shows up, plug in the charger.

Diavonex' solution may certainly work, however you could also have a short in your charger, cable or the charging port. Those things - if determined to be a manufacturer's defect - could be covered under the warranty. But if you wait until after that warranty is up and take it in then it won't be covered.
'But it's been messing up for months' won't hold any water if your warranty is expired.

Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good. If your computer/iTunes does not recognize the iPad, then the cable is probably bad.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased. http://support.apple.com/kb/ht1430
