In that case, you might try a country close and see if they can help, such as UAE or Turkey or Saudi Arabia...or just use the US support link and see what they tell you. This has come up before for users in Iraq and countries without representation...meant trying countries close to see who could help.
no i cant because my billing issues is not allowed me to modification my country . proved my system messege is say finish your billing after that you can change your country
