if I want to only use wifi internationally should I use airplane mode of turn of ceulluar roaming voice and date

I have an apple phone 4s and I want to use only wifi when I travel internationally ....do I put the phone in airplane mode or turn off cellular roaming voice and date?

iPhone 4S, iOS 7.0.1
