Find Friends app. I send an invitation. It is accepted. I can see friend. They send a return invitation by email. I have no way of accepting it.
I Only have 21 friends so not up to the limit and lots of them can't see me because I can't accept their invitations.

Do you have Restrictions set?
Check Settings > General > Restrictions > Allow Changes > Find My Friends > ????

Are you using the current version of Find My Friends (3.0)?
If so, tap the "List" button, tap "Me", then tap "Info" and then check "Allow Friend Requests".
