airdrop is not picking up other nearby users

I have an iPhone 5c and an iPad mini w/Retina. Those are the only two devices that they pickup with airdrop.

My husband has a 5s and he can pick me up but I can't pick up his signal on airdrop. I've made sure bluetooth and wifi were on but I don't know what else to do to fix this. Any suggestions.
