I cannot download iTunes 11.4 on my PC-is there an outage?

I am a Mac user and I'm having the same issue. I think there is a significant bug in iTunes 11.4 and they are scrambling to fix it before responding to the various threads about this.

There are significant differences between OS X and Windows when it comes to installing and updating software so I doubt it is the same issue. See Troubleshooting iTunes installation on Mac OS X for advice.
