Hi i would like to connect my iphome 5s to my ipad when i have no internet signal i am trying in bluetooth and both are switched on but they are not connecting my ipad has my iphone name and says not connected but my i phone has nothing. Can you help?

You need to enable your iPhone as a wireless hotspot "Settings -> Personal Hotspot" and then connect the iPad to it via WiFi like any other hotspot.

Assuming you're provisioned by your phone carrier to use hotspot.

Are you trying to connect them in order to transfer files? If so, that's not an option with iOS devices.
