I'm trying to download my pre-ordered album first i tried on my iphone 4s but then just used my laptop.

A pre-ordered item is not charged to your card until it is sent. Apparently, when it was processed your card did not have sufficient funds.
So where did my money go because i used an itunes card and pre-ordered it.
Your money was spent on other content that you purchased. I would start keeping track of what you purchase.

Also, look at your purchase history where you will not only see that you were not charged for the pre-ordered album, BUT in addition to this you will see what you have purchased.
