When you create your plug-ins in M5.1, your friend needs at last FCPX1.1.
I once had the same issue. had updated M5, but didn't update FCPX (=was in the middle of a project, never change horses in the middle of the waters) => the 'new' plug-ins kept invisible, my older ones were avail.
And, no, he doesn't need Motion of your handcrafted effects. Just the folders. Plus, follow advice fox_m gives here:

He's using FCPX 10.1.3. I think I've done everything correctly, but I'll double check. Also I'll try the fox_m advice to add .localized to the folder name.

His Motion Templates folder did have .localized as part of the name. But, when we looked inside the Effects folder was spelled with a lower case "e". Changed that to "E" and all is right with the world.
